Should the U.S. government give foreign aid to reduce the world’s population growth? Should the aid be conditional?

Instead of giving aid to reduce population growth, I believe that the U.S. should help the nation become self reliant. If the U.S. government focuses on other countries with too much interest, then it much become somewhat of an expected burden. In addition to the burden placed upon our government due to outside drainage, the problem exists within our own boarders. Also instead of just throwing money towards a nation, some sort of agreement could be made for the investment the U.S. is making towards the aid given nation's success. If we agree to help you, in the future you must agree to help us or our allies etc. Besides being morally obligated and all, the US shouldn't be spending money on a faulty investment. Who knows nations like Somalia could turn around and ally easily with the Us's enemies. Last argument towards not giving aid is the U.S. really should involve themselves with other nations as much as they do. Who are we to decide with Nations affairs. Whenever the US plays big brother it usually only ends in controversy.
