Food/Environment securities

I feel like the reason food and environmental securities were left off of the UDHR was because other securities like community, political, and personal were more important. When people are born with rights and securities they're mostly about how they have freedom and the power to do what they want to. It's more important that the government ensures people will have the right to do what they want, rather than how they get food and what the environment around them is. Not much information was given about it on the internet and how it was left off the UDHR. So the only reasonable explanation I can come up with is that the government values certain securities over food and environment.
